New Magic Expansion

Ok, I know M.A.G was just released a few days ago, but I wanted to provide rules for using magic or psionics in game. This expansion is how I run magic, so I decided to publish it for others to consider for their game.

Actually, in the spirit of FKR, don't use it. But if you want some more structure, check it out.
